McCain|National Security|Preventing terrorism begins abroad, where the majority of those who would harm us are planning, training and raising resources. Working with our allies, [this] Administration will find and disrupt terrorist organizations and their financing and ensure that weapons of mass destruction do not fall into terrorists hands. McCain|National Security|The size and composition of our armed forces must be matched to our nation's defense requirements. As requirements expand in the global war on terrorism so must our Army, Navy, Air Force, Marines, and Coast Guard be reconfigured to meet these new challenges. McCain|Economy|Entrepreneurs are at the heart of American innovation, growth and prosperity. Entrepreneurs create the ultimate job security - a new, better opportunity if your current job goes away. Entrepreneurs should not be taxed into submission. McCain|Economy|A lower corporate tax rate is essential to keeping good jobs in the United States. America was once a low-tax business environment, but as our trade partners lowered their rates, America failed to keep pace. McCain|Economy|Believes that globalization is an opportunity for American workers today and in the future. Ninety-five percent of the world's customers lie outside our borders, and we need to be at the table when the rules for access to those markets are written. McCain|Health Care|An important part of his plan is to use competition to improve the quality of health insurance with greater variety to match people's needs, lower prices, and portability. Families should be able to purchase health insurance nationwide, across state lines. McCain|Health Care|When families are informed about medical choices, they are more capable of making their own decisions and often decide against unnecessary options. Health Savings Accounts take an important step in the direction of putting families in charge of what they pay for. McCain|Education|Public education should be defined as one in which our public support for a child's education follows that child into the school the parent chooses. The school is charged with the responsibility of educating the child, and must have the resources and management authority to deliver on that responsibility. They must also report to the parents and the public on their progress. McCain|Education|Far too many Head Start centers have fallen prey to the same institutional flaws that have undermined the larger public education system. They lack quality instructors; they lack accountability to parents; and they are focused on process, not outcomes. McCain|Education|Institutions report on hundreds of factors to the U.S. government every year, but the government does nothing with the information. Making this information available to families in a clear and concise manner will help more students make more informed choices about higher education. McCain|Environment|Proposes A Cap-And-Trade System That Would Set Limits On Greenhouse Gas Emissions While Encouraging The Development Of Low-Cost Compliance Options. A climate cap-and-trade mechanism would set a limit on greenhouse gas emissions and allow entities to buy and sell rights to emit, similar to the successful acid rain trading program of the early 1990s. McCain|Environment|Will establish a market-based system to curb greenhouse gas (GHG) emissions, mobilize innovative technologies, and strengthen the economy. He will work with our international partners to secure our energy future, to create opportunities for American industry, and to leave a better future for our children. McCain|Energy|Will Commit Our Country To Expanding Domestic Oil Exploration. The current federal moratorium on drilling in the Outer Continental Shelf stands in the way of energy exploration and production. McCain|Energy|Believes In Promoting And Expanding The Use Of Our Domestic Supplies Of Natural Gas. When people are hurting, and struggling to afford gasoline, food, and other necessities, common sense requires that we draw upon America's own vast reserves of oil and natural gas. McCain|War|Has been a leading advocate of the "surge" and the counterinsurgency strategy carried out by General David Petraeus. McCain|War|Believes it is strategically and morally essential for the United States to support the Government of Iraq to become capable of governing itself and safeguarding its people. He strongly disagrees with those who advocate withdrawing American troops before that has occurred. McCain|Abortion|Constitutional balance would be restored by the reversal of Roe v. Wade, returning the abortion question to the individual states. The difficult issue of abortion should not be decided by judicial fiat. McCain|Marriage|Believes the institution of marriage is a union between one man and one woman. It is only this definition that sufficiently recognizes the vital and unique role played by mothers and fathers in the raising of children, and the role of the family in shaping, stabilizing, and strengthening communities and our nation. ############################ Obama|National Security|Believe that we have not exhausted our non-military options in confronting this threat; in many ways, we have yet to try them. Obama|National Security|Believe that it was reckless for Congress to give George Bush any justification to extend the Iraq War or to attack Iran. Obama|National Security|Will crack down on nuclear proliferation by strengthening the Nuclear Non-Proliferation Treaty so that countries like North Korea and Iran that break the rules will automatically face strong international sanctions. Obama|Economy|Will enact a windfall profits tax on excessive oil company profits to give American families an immediate $1,000 emergency energy rebate to help families pay rising bills. Obama|Economy|Will dramatically simplify tax filings so that millions of Americans will be able to do their taxes in less than five minutes. Obama|Economy|Reward companies that create good jobs with good benefits for American workers. The legislation would provide a tax credit to companies that maintain or increase the number of full-time workers in America relative to those outside the US. Obama|Health Care|Require insurance companies to cover pre-existing conditions so all Americans regardless of their health status or history can get comprehensive benefits at fair and stable premiums. Obama|Health Care|Establish a National Health Insurance Exchange with a range of private insurance options as well as a new public plan based on benefits available to members of Congress that will allow individuals and small businesses to buy affordable health coverage. Obama|Education|Will quadruple Early Head Start, increase Head Start funding and improve quality for both. Obama|Education|Believe[s] teachers should not be forced to spend the academic year preparing students to fill in bubbles on standardized tests. He will improve the assessments used to track student progress to measure readiness for college and the workplace and improve student learning in a timely, individualized manner. Obama|Education|Will make college affordable for all Americans by creating a new American Opportunity Tax Credit. This universal and fully refundable credit will ensure that the first $4,000 of a college education is completely free for most Americans, and will cover two-thirds the cost of tuition at the average public college or university and make community college tuition completely free for most students. Obama|Environment|Implement an economy-wide cap-and-trade program to reduce greenhouse gas emissions 80 percent by 2050. Obama|Environment|Will increase fuel economy standards 4 percent per year while providing $4 billion for domestic automakers to retool their manufacturing facilities in America to produce these vehicles. Obama|Energy|Eliminate Our Current Imports from the Middle East and Venezuela within 10 Years Obama|Energy|Help create five million new jobs by strategically investing $150 billion over the next ten years to catalyze private efforts to build a clean energy future. Obama|War|Will give his Secretary of Defense and military commanders a new mission in Iraq: ending the war. The removal of our troops will be responsible and phased, directed by military commanders on the ground and done in consultation with the Iraqi government. Obama|War|Will launch an aggressive diplomatic effort to reach a comprehensive compact on the stability of Iraq and the region. This effort will include all of Iraq's neighbors-including Iran and Syria, as suggested by the bi-partisan The Iraq Study Group Report. Obama|Abortion|A consistent champion of reproductive choice and will make preserving women's rights under Roe v. Wade a priority as President. He opposes any constitutional amendment to overturn the Supreme Court's decision in that case.
